tl;dr Beat is an Asian kid who dresses like a white guy, talks like a black guy, acts like a tough guy, but is a giant softie.
Or at least, that's what one might say about Beat in a nutshell. But there's actually quite lot more to him than just being a tough skater boy.
Long version:
"The guy's a freakin' rhino. Doesn't he ever pace himself?"
-Neku's thoughts regarding Beat as a partner
Before the Reaper's Game, Beat never really had any real sense of urgency. He didn't have any drive or any passion for anything, and took things at his own pace. He did whatever he wanted whenever he wanted.
His attitude towards everything didn't sit well with his parents, thus leading to a very strained relationship between them. Beat constantly fought with them due to his nonchalance and apathy. They wanted results, wanted to see their son get into a good school and have a bright future but that never appealed to Beat. Their insistence only made Beat feel worse about himself and he eventually stopped believing in himself just so they would get off his back. Eventually, they did stop hassling him over those things and that was fine with him.
The next problem was his sister. Unlike his parents, Rhyme had an undying belief in her older brother. She continued to encourage him to find a dream, absolutely certain that he'll eventually find one. Beat, on the other hand, took his sister's concern as pity and tried to push her away. And that's what he kept doing up until the car accident that killed them and landed them in the Reaper's Game.
"'I know you have a dream,' she'd say. 'You just haven’t dreamed it yet.'"
Upon waking in the Reaper's Game, the Player finds that an entry fee has been taken from them to qualify. That entrance fee just so happens to be whatever it is they care about the most. For Beat, it was his sister's love — and the memories that come along — for him. While he finds Rhyme with him in the Game, she could not seem to remember that the two of them are actually siblings. Rhyme still knew that she had a brother, but she did not identify him to be Beat. Not knowing how to break the news to her, Beat decided to partner up with her. Despite their death being a tragic mistake, Beat finally found the drive he needed to get things done, to win the Game and return to the RG (Real Ground) thus slowly changing and maturing for the better throughout the course of the Game.
Which leads back to Neku likening Beat to a rhino. During the time Neku has known Beat in the Game, Beat was always set on one mode: full speed ahead. When Beat talks about his burdens to Neku towards the end of the third week, his friend is surprised to learn that he hadn't always been that way. It was just so hard to believe that someone who always seemed gung-ho about everything used to be so laid back. The change that Beat is able to show during the three weeks is enough to prove that he is capable of dreaming, and of finding something that actually drives him towards his goal. Because the situation had changed from RG and UG, Beat knew that he had to step up his game and act the part of big brother for Rhyme if he wanted to get the two of them out of it.
Wanting to be someone Rhyme could rely on though came with a bit of a price as he may be a little harsh on himself whenever he falls short of that role. Despite the change he undergoes to return to RG, Beat still blames himself for his sister's death and for the entry fee of her dreams. As much as it bothers him, he doesn't allow himself to wallow in self-pity feeling sorry for himself. His determination to make amends shines through, fueling him to reach the end of their week in UG (Underground).
But one swallow does not a summer make. Or in this case, one revelation does not a changed man make. Beat still lets some of his past habits carry over in how he deals with others, especially when it comes to authoritative figures. This is shown during his time as a Reaper when interacting with other Reapers. He doesn't treat them as how most rookies would treat a boss or a senior, instead calling them nicknames and still speaking in constant slang. But this also rings true for those he considers friends. Despite Neku repeating his name was Neku and not "Phones", Beat persists to call him by that nickname instead.
"Men don't run! Men fight! Where your stones, man?"
One impression someone might get from Beat is that he acts tough most of the time but his bark is worse than his bite. He looks the part, talks the part, and acts the part, but while all that is true, it's only his exterior that seems that way. He is actually quite the softie who truly cares and worries over the well-being of his sister and his friends even if it means him getting hurt in process. In this sense, he is dependable despite the recklessness he exhibits and would go out on a limb for his cause, whatever it may be. An example of this trait is shown when he partners up with Neku during the third week instead of remaining a Reaper because letting Neku go through the Game without any other Players — and thus, without a partner — was playing dirty.
It also goes to show that despite Beat's competitive nature, he still makes sure that the playing field among everyone is fair. Even during the foot race against Neku and Shiki towards Towa Records, Beat waited for the other two to catch up, especially considering that he got quite the headstart.
He's quite proud and very sure of his abilities, always pushing himself to the limit whenever he can. When engaging Noise in battle, Beat is confident enough to taunt the enemy, even egging them on to attack. As such, he hates being perceived as weak. He even goes as far as hiding his name from friend and foe alike, thinking that his given name is both embarrassing and lame.
Even though Beat seems like a very rough around the edges kind of guy, he wears his heart on his sleeve. He's very expressive and only holds back his true feelings when he feels it is absolutely necessary. He's had a near mental breakdown on the third week and even cried in front of Neku when he was overwhelmed by grief. When it comes to emotions, what you see is what you get with him.

He's rather impulsive, always acting before he thinks, repercussions be damned. This allows him to speak his mind without inhibitions, and has proven to be have its advantages from time to time. However, the same recklessness in both his speech and action has also proven to backfire on him as well. Beat himself has said that knows that he has to think things through, but somehow winds up freaking out about it instead of crashing through and getting things done.
Beat is in no way the sharpest tool in the shed, but dear god, does he try. When he decides to rush into things, it usually leads to him jumping to conclusions that others may think is an unlikely option. This usually leads him to taking things a little too seriously and gives of the vibe that he is gullible. Others have used this to their advantage to tease him but he does catch on eventually, with or without the help of others, and promptly responds appropriately. Meaning, he's usually offended by the teasing once he gets it.
If given the right amount of time to think things through, he may even surprise others sometimes. It's not something that occurs often, but when it does, it's usually relevant to the situation at hand. And sometimes it's even insightful.
Beat is stubborn as hell. Once he's made up his mind there is little to no chance of talking him out of it. It doesn't help that he's hard-headed too. It may take a while but as soon as you get through to him though, he will be willing to at least hear people out and accept help when he knows that he needs it.
Being a loud guy doesn't always go well with his temper and stubbornness at times, because if something goes wrong, he will be sure that everyone on the block and the block over hears about it. And that doesn't only apply to bad situations. When things go his way, he will most certainly let out a loud whoop and a "Booya!" to accompany his excitement. His volume is always turned all the way up, and it'll take a lot of effort to actually get him to tone down.
"You're not my partner anymore man, you're... my friend. So trus' that yo!"
Beat is a pretty friendly guy despite his outward appearance. He's outgoing and more than willing to put himself out there to meet new people but he'll be sure to treat others exactly how they treat him. If you treat him like trash, he will be sure to do the same. If you reciprocate his effort and make conversation with him, then he'll definitely befriend you quickly. It's as simple as that. That probably explains why he acts pissed towards Neku when they first meet up, considering Neku was being a douche back then.
Once you grow on him though, there's little chance of getting rid of him. He's loyal to a fault and will stick his neck out for his friends, not wanting to see them get hurt. He's tried to stop a car from hitting Rhyme and shielded Neku from an attack before, so it's not a far stretch to say that Beat will quite literally take a bullet for his friends if it's necessary.
To complete his tough guy persona, Beat talks in slang and this contributes to how people may wrongly perceive him at first glance. He may or may not have picked this up from the other skaters he hangs out with but it helps make Beat who he is by completing the tough skater persona that he carries. It takes a while to understand what he is saying at times but he somehow gets the message through.

With the use of the Player Pin that's given to every Player in the Game, Beat is able to hear the thoughts of other people around him through scanning. It also prevents other Players and to hearing his own thoughts. It is untested whether this works outside of the Game and UG.
While in UG, Beat is also able to attack Noise and Reapers with his skateboard through a pin called Respect. He can also do fusion attacks with Neku to take down enemies faster. By activating the pin, they could do any of the following: Teleport around the screen to cause damage, ride along the chains while accelerating until the fusion runs out, or wiping out the enemies by riding a huge wave.
It is also hinted that Beat is a decent, if not pretty good, skateboarder.
He also has the ability to butcher the English language with words like spesticular, sentimetious, and unfuse to name a few.

It had been well past dismissal when Beat had arrived at the school. Students continued to trickle past the school gate in small groups of twos or threes, but he didn't see any sign of his sister among the crowd. He supposed that he should have expected as much, considering the number of extra-curriculars Rhyme was usually involved in.
With a kick of his skateboard, Beat dismounted, walking the short distance to the wall and leaning up against it.
There was no doubt in his mind that this could take a while but the wait never seemed too long to him. Rhyme had told him time and time again that he didn't have to keep coming, that he probably had better things to do with his time, but Beat didn't mind coming to fetch her. He wanted to do it.
While Beat was never much of a deep thinker, he would sometimes wonder how Rhyme could engage herself in so many activities at once. Just the mere thought of it tired him out.
Most times, his train of thought would end there but there were days, such as today, when he would continue to dwell on the subject.
His brows furrowed. Even if he asked that question, deep down he knew the answer, didn't he?
It had been a while since they had arrived back into RG after the Game, but Beat knew that Rhyme was never going to get her dreams back. It had been her entry fee after all. He and the others had been lucky to actually reach the end of various weeks in the Reaper's Game... but Rhyme?
It was hard enough for Beat to struggle knowing that but he couldn't even begin to imagine how much harder it was for Rhyme. She had been so full of hope, so full of passion and now that she had lost her direction...
Yet somehow she still manages to wake up everyday, taking on whatever challenge was thrown at her, hoping that maybe one day, she would find her dream—what it was that she was meant to do.
A small laugh escaped his lips. It was weird envying his sister for that, wasn't it? Even without dreams, she still found some way to help others.
Still, Beat couldn't help but blame himself for what happened to her during their first week. Nor could he forgive himself for letting them wind up in the Game in the first place. He didn't know how he could ever make up for the loss his sister had to live with.
So he came to pick her up from school everyday. It took him a while but eventually he figured that if he can't help find her dream, the least he could do is be by her side while she tried to find it. It may not seem like much but it was better than just sitting on his hands the whole day, wasn't it?

And just like that, hearing her voice made the wait for her worth it. Besides, when she does find that dream of hers—and Beat knows that she will—it would be nice to be one of the first to hear the good news.
