Personality:
In the game and all other media Persona 4 has become, Rise has always been perceived as a cute, upbeat character who helps out with the team's support. But she hadn't always been that way.
When the Investigation Team first meets Rise, she portrays herself as someone who is rather reserved, shy and polite, which contradicts how she acts when she is on screen as he idol personality Risette. This comes to a shock to everyone, most especially Yosuke who happens to be a big fan of hers. Though this may seem like a big change from how most people see Rise, this isn't something that happened overnight as these traits stem back to before her rise to stardom.
During the lovers social link, the protagonist learns that prior to becoming an idol Rise was regarded as a lonely child who was constantly bullied by her classmates for her shy disposition. Both her parents had been strict thus leaving her few opportunities to really go out and make friends. After winning a competition a relative had entered her into, Rise decided to use her new found popularity as a stepping stone to make more friends. Things however did not go according to plan, as these new friends of hers only like her because she was "Risette" and not because of who she really is.
Which brings us to Rise's insecurities. On the Midnight Channel, her Shadow constantly teased that Risette would be able to bare it all. As all Shadows in the game had done, it too had convoluted Rise's insecurities into a perverted manner everyone to see. Rise was most insecure about her individuality. Throughout her idol career, she has been made to put on many masks to fit whatever is needed at the time. If the cameras needed her to be an air-headed ditz, she would do that. If they wanted her to act cute and use crocodile tears on screen, then it was fine by her. Due to all of these personalities, Rise has lost sight of who she really is and is frightened that people will only know her as Risette and not the real Rise Kujikawa.
After her kidnapping and subsequent rescue, she is able to accept her Shadow, her true self, realizing that the facades that she had put on as Risette was still a big part of her. Rise truly wanted to "bare herself to others" by allowing them to really get to know who Rise Kujikawa is, and not just the idol that they see on the screen or on stage. Her acceptance of this leads to her receiving her Persona, Himiko.
Once she is able to return to Inaba, the team is able to see Rise for who she really is: an upbeat, confident, normal high-school girl.
It's perhaps due to her time as an idol that Rise personality shifts from that once reserved girl to who she has become now. She's learned to be more confident in her capabilities and she's even gotten bolder with both words and actions. Chie even goes to the extend of calling her a "dangerous girl" as Rise doesn't hold back when showing her affection for the Protagonist. She will link her arms around his for everyone to see, and act coy, using her cuteness to her advantage, something she never would've done in the past.
This goes to show that Rise has quite the playful side, especially when it comes to the boys. She will flirt with them, and tease them just to see them squirm. She even has a naughty streak that comes out once in a while, which she sometimes uses to get her way or, as just mentioned, just so she can watch her friends squirm. But she usually does this all in good fun, at the very least for her own amusement if not everyone else's.
The confidence she's built up for herself is also seen in how blunt she can be at times. Whether it is something good or bad Rise isn't the type to sugar-coat things when it comes to her friends (unless she wants something, of course), and she's able to freely speak her mind and will call them as she sees them.
It's not often that you don't see Rise smiling. It's probably because of her cheerful disposition that she is able to appear so cute and appeal to people, whether they are her fans or the people that she hangs out with. She is always ready to spread the cheer among her friends but she also knows when to be serious as well. She's actually quite sympathetic, and can easily relate the troubles that her friends are feeling as well. However, if she is able to, she will try to lift up their spirits one more. That's part of her job as the team's support after all. It doesn't end when they leave the TV World.
Despite the image she's built up for herself, Rise still has her faults. She's not the humblest person around. Though she doesn't go around flaunting her status as a former idol, she isn't above boasting about her abilities either. She can be a bit of a show-off from time to time, and she uses what she's learned as an idol to her advantage. During the Miss Yasogami pageant, she practically goes into idol mode when she walks on stage so she can rile up the crowd, helping her points for the title shoot up. Though she doesn't win, Rise is still able to be a good sport about it, allowing her friend to bask in the limelight, even if Naoto seemed uncomfortable to all the attention.
Another thing worth noting is probably Rise's competitive streak. As mentioned earlier, she didn't hold back when it came to the Miss Yasogami pageant held during the school's cultural festival, and she does the same when it came to the cooking contest the girls held at the Dojima residence. Rise doesn't like losing, and she will go through any length to prove that she can compete with everyone else. The cooking contest fails miserably for her but she still makes sure not to go down without a fight.
Though she's quick to annoy, she's also quick to bounce back. She can be stomping her foot in frustration one minute, and be laughing along with her friends in the next. How quick she is able to recover is probably best seen in how she is able to act so upbeat only a few days after returning from the TV World. She immediately thanks the Investigation Team with much fanfare, and is able to act like her normal peppy self despite the ordeal she'd gone through.
Even if she sometimes likes to play the damsel in distress, Rise is more than capable of taking care of herself. Her fame as a former idol as well as the hurdles that she'd gone through with the Investigation Team has been more than enough experience to help her grow as a person, helping her truly identify as an individual. She's finally able to be who she really wants to be and not be ashamed of the other facets of her personality, and by the end of the game she is more than willing to give showbiz another shot. Finally proud and comfortable with who she is and who she might become, Rise isn't afraid to show it to not only her friends, but to the rest of Japan as well.
Abilities:
After being able to accept her Shadow, Rise gains her Himiko (and later Kanzeon) as her Persona. With this, she is able to provide support to the Investigation Team by being able to find where other kidnapped victims are being held in the TV world to finding out the weaknesses of various Shadows they come across. As the story progresses and Rise levels up, Himiko is able to gain more skills, allowing Rise to tell where certain treasures are located and even the location of Shadows in the dungeons.
As an idol, Rise has had to do various tasks to keep the public entertained. She has mentioned or has even been seen dancing, singing, modeling and was slated to do some acting prior to her hiatus. Although the game doesn't actually show Rise in action, it is hinted that she was quite good being an idol, that she shot up in popularity and gained fans from every age group.
It is also worth noting that is probably one of the worst cooks ever. It is a running joke that all the girls' cooking, sans Naoto's, are quite dreadful and even the superstar idol falls into this category. During a challenge where all four girls had to make an omelette, Rise decided to add foie gras to her dish and made overwhelmingly spicy in the end. Because she likes to have her food with a lot of spice in it, she somehow tends to overdo it, making it too spicy to even taste the other ingredients that were added to the dish.
